How self-consumption and energy efficiency are reshaping Spanish electricity demand

Self-consumption and energy efficiency explain much of the structural fall in Spanish electricity demand. What it means for your company and for the system.

When a country's electricity demand falls, the immediate reading is usually economic: less activity, less consumption. But in Spain two forces reduce demand without activity falling at all, and it is worth telling them apart, because they mean very different things for a business: self-consumption and energy efficiency.

Self-consumption does not reduce consumption — it takes it off the meter

This is the distinction most often confused. A self-consumption installation does not make a company use less energy: it means part of what it uses is no longer bought from the grid.

For the system, that energy disappears from the demand statistics. For the company, it is still there — it simply no longer shows up on the bill.

The figures give a sense of scale. In 2022, residential self-consumption in Spain accounted for 1,024 MW and industrial self-consumption for 1,625 MW. Together, self-consumption installations generated 4,564 GWh that year — output equivalent to 1.8% of national electricity demand, according to APPA Renovables.

One technical caveat matters here: there is currently no model able to isolate precisely how much demand disappears through self-consumption. Self-generated output feeds directly into the figures Red Eléctrica records, but it is not measured separately. We know the effect is significant and growing; we cannot quantify it exactly.

Energy efficiency does reduce real consumption

The second lever is different in nature. Here what changes is not where the energy comes from, but how much is needed to produce the same output.

Spanish industry has been working on this for two decades, and not for reputational reasons: energy weighs on costs and therefore on competitiveness. The clearest indicator is final energy intensity:

  • 2000: 123.5 toe/€M
  • 2018: 69.8 toe/€M

That is an average annual reduction of 3.2%, sustained over eighteen years. Put another way: today it takes little more than half the energy it took in 2000 to generate the same economic value.

Why the difference matters to your business

Both levers reduce the bill, but they are not interchangeable:

  • Self-consumption requires investment in the installation, and its return depends on your hourly consumption profile. The more your consumption overlaps with generation hours, the faster it pays back.
  • Energy efficiency usually starts with low-cost or no-cost measures — adjusting contracted capacity, correcting inefficiencies found in an audit, changing operating habits — and reduces consumption regardless of when it occurs.

In practice, it is the combination that delivers: first reduce what can be reduced, then size the self-consumption installation against demand that has already been optimised. Doing it the other way round is a common and expensive mistake — you end up installing more capacity than you need, to cover consumption you could have brought down first.

A structural trend, not a cyclical one

What makes these two levers significant is that they do not depend on the economic cycle. A self-consumption installation keeps generating in a bad year, and an efficiency improvement does not reverse when activity picks up.

That sets them apart from demand falls caused by industrial slowdown, which recover as the economy does. Self-consumption and efficiency have permanently changed the relationship between economic activity and electricity demand in Spain — one of the reasons system demand forecasting is harder today than it was a decade ago.
