What Royal Decree-Law 4/2024 changes

Royal Decree-Law 4/2024: extended electric mobility measures, social electricity discount, support for electro-intensive industry and protection for vulnerable consumers.

The Spanish Council of Ministers has approved Royal Decree-Law 4/2024, extending several measures to address the economic and social consequences of the conflicts in Ukraine and the Middle East, and introducing new ones on energy taxation and social protection.

On energy, the government has stressed the importance of continuing to support the transformation of businesses by seizing the opportunities created by the green revolution, with the aim of boosting renewable generation and the industry built around the ecological transition. The main energy objectives are to promote electric mobility, encourage vehicle purchases and expand charging infrastructure. This package extends much of what was adopted in 2022 and 2023:

  1. The MOVES III electric mobility support programme is extended to 31 December 2024.

  2. In pursuit of decarbonisation, a new allocation of €50 million is set aside for the sustainable transformation of heavy vehicle fleets carrying passengers and freight by road.

  3. The social electricity discount is extended to 30 June 2025.

  4. The decree-law maintains the ban on cutting off water, electricity and gas supply to the most vulnerable groups until 31 December.

  5. Support for industry continues through the extension to 31 December of the competitiveness mechanism for electro-intensive industry, designed to offset its energy costs. The 80% reduction in transmission and distribution network access charges for this industry is maintained.

The measure acknowledges the considerable uncertainty still surrounding energy markets — a decisive factor for the competitiveness of electro-intensive industry, given how heavily it depends on the price of electricity.
